Indecent Exposure, Masturbator Case Brings LP, UP Police Together

Local authorities are searching for a man who has exposed himself, masturbated in public before walkers in both townships.

After five reported cases, the area's police are working together to find a man that has been exposing himself in public. Lower Providence and Upper Providence Township Police Departments are investigating five reported incidents of indecent exposure occurring between April 6 and May 12 in both Lower Providence or Upper Providence townships. The incidents have occurred in the late afternoon and early evening as area residents walk along roads or trails, according to police. Each of the five reports were filed as having happened between 3:20 and 7:25 p.m. Police say that the man would be in place prior to the walkers approaching, jump out of his vehicle without any pants on, or with his pants pulled down. Upper Providence Releases Statement on Sewer Issue

Upper Providence supervisors support Lower Perkiomen Valley Regional Authority's efforts to comply with DEP requests without causing any additional financial burden on ratepayers.

  Multiple reports have been published  regarding the Perkiomen Valley Regional Sewer Authority (LPVRSA)'s middle interceptor plan, which has become a source of contention between Lower Providence Township and many of the Perkiomen Valley townships in the LPVRSA - Perkiomen and Skippack Townships, and Collegeville and Trappe Boroughs. Upper Providence Township, not technically situated in the Perkiomen Valley, is home to the LPVRSA treatment plant in Oaks. Judge: No 422 Billboards

A Court of Common Pleas Judge overruled the Lower Providence Zoning Board - no billboards will be permitted on 422 near Valley Forge National Park.

On Sept. 4, Gary Silow, Judge of the Court of Common Pleas of Montgomery County, ruled in favor of an appeal by Lower Providence Township. The township opposed the Lower Providence Zoning Hearing Board’s decision that allowed the construction of billboards on the J.P. Mascaro & Sons corporate headquarters’ property in Audubon. The Zoning Hearing Board’s decision was made on Jan. 27, 2011, where J.P. Mascaro & Sons would allow the property manager, MB Investments, to construct two “V-shaped” billboards, each with a static and digital side. J.P. Mascaro & Sons is a family-owned and operated waste management company. Its corporate headquarters is located at 2650 Audubon Road. The proposed billboards would face toward Route 422, which would …

Perkiomen Board Reverses Regional Sewer Authority Vote

Cites issues between sewer authority and Lower Providence Township, potential $10 million interceptor

The Perkiomen Township Board of Supervisors voted unanimously to reverse its position asking the Lower Perkiomen Valley Regional Sewer Authority (LPVRSA) to hire an independent engineer to complete an updated Act 537 Plan regarding a new sewer interceptor. The August 7 vote comes on the heels of the LPVRSA reversing its own vote on the issue, opting to keep its in-house engineer for the project. “The reason for that is, quite bluntly, Lower Providence has been a thorn in everybody’s side in this process,” said Perkiomen Township Supervisor Richard Kratz, who represents the township to the LPVRSA. The Lower Perkiomen Valley Regional Sewer Authority (LPVRSA) is sending a letter to elected officials in the area – and statewide – asking them to stop interfering with the proposed interceptor project, according to Perkiomen Township Supervisor Richard Kratz. Update: No Clues Today in Search for Janice Rubendall

Lower Providence woman has not been seen by family or friends in more than a month.

Lower Providence Township has published the following information: Canine and ground resources, as well as marine units, conducted an extensive search of the Betzwood recreation area from 10 a.m. to 3 p.m. in an effort to locate Janice M. Rubendall, a 25-year-old Lower Providence woman who was last seen Jan. 4, 2012. Personnel were unable to locate anything relating to the disappearance. Rubendall was known to frequent the Betzwood Park area near the Route 422 overpass prior to her disappearance. Rubendall’s vehicle, a white Chrysler PT Cruiser bearing a California license plate, was located and towed on January 26, 2012. The vehicle was towed from the Riverview Condominium Complex in West Norriton Township near the Betzwood Park. …

Lower Providence Woman Reported Missing

Call out to the community to help locate Janice Rubendall.

The Lower Providence Police Department and friends are asking for the public's help to find township resident Janice Rubendall, 25. She was last seen by her father Jan. 4, 2012. Rubendall was reported missing Thursday, Feb. 9. According to a press release from Lower Providence Township, Rubendall is 5 feet, 3 inches tall and weighs 110 lbs. She is an Iraq war veteran. Rubendall was known to frequent the Betzwood Park area near the Route 422 overpass prior to her disappearance. Rubendall’s vehicle, a white Chrysler PT Cruiser bearing a California license plate, was located and towed on Jan. 26, 2012. Registration Open for Perkiomen Creek Sojourn

The Perkiomen Watershed Conservancy released the following information: The Perkiomen Creek watershed has vast natural areas that help protect our local water resources and provide amazing spaces to rejuvenate the soul. The Perkiomen Watershed Conservancy invites you to experience the Lower Perkiomen Creek as part of the Perkiomen Sojourn. The Perkiomen Sojourn, a one-day canoe and kayaking trip, will begin at Schwenksville and end at Hoy Park at the confluence of the Perkiomen and Skippack creeks. The Perkiomen Creek Sojourn, originally scheduled for May, was postponed due to high water and unsafe conditions. But registration is open again for those wishing to participate in this year’s excursion. The new date is Saturday, Aug. 27. …
